TOTAL PLACE ARCHIVE
About Total Place
- Count: Local agencies added up all the money they spent on their area (e.g., police, NHS, and council budgets).
- Connect: Agencies broke down borders and pooled their resources to stop doing the same work twice.
- Prevent: Local leaders designed services to stop problems from happening first, rather than fixing them later.ย
- Real-world example: Instead of the council and the health service running separate programs for a troubled family, Total Place allowed them to share a single budget and create one unified plan.
- Outcome: The pilots showed that working across borders saved money and improved services.ย
The program was short-lived and scrapped by the incoming Coalition government in 2010. However, the idea of joining up local budgets has recently gained renewed interest in government. You can read more about its history in the Institute for Government PDF.

The Local and Regional Economic Development Handbook
The Practitioner’s Guide for Everyone Whose Work Shapes Places and Economies
Whether you work in planning, property, higher education, skills, government, or community development โ the economic forces reshaping UK places are directly reshaping your work. And if you work in economic development itself, you’ve never had a handbook like this one.
The Local & Regional Economic Development Handbook is the comprehensive, honest, practitioner-authored guide to how local economies work, why economic development so often fails to deliver what it promises, and what those working in and around the field can do differently.
